Manufactured Home Financing
A large number of lenders told us that they offer subprime or Manufactured Home
Financing but these loans do not constitute a large percentage of their overall
conventional mortgage originations or applications.
Most lenders identified themselves as primarily a subprime, manufactured home,
or prime lender. In cases where lenders offered both prime and subprime or Manufactured
Home Financing, we identified lenders as subprime or manufactured
home lenders if they reported that subprime or Manufactured Home Financing
accounted for at least 50 percent of their conventional business.
There are a number of additional issues that should be recognized when using the
lists to interpret subprime and manufactured home lending trends. First, we
treat all credit unions as prime lenders. Second, we treat the loans sold to
the GSEs by subprime lenders as prime loans. We treat the loans sold to the
GSEs by manufactured home lenders as Manufactured Home Financing.
Similarly, the government-insured loans originated by lenders on the list are
treated as government-insured loans. Third, it appears that the Manufactured
Home Financing data provided by the two Conseco reporters in 2002
reflect duplicate reporting.
We advise that Manufactured Home Financing users delete the Manufactured
Home Financing data for one of these Conseco reporters. We chose to
delete the Manufactured Home Financing records for the Conseco reporter
identified by the agency code “3” and the lender id with the lender name
CONSECO BK. We included the Manufactured Home Financing
records for the Conseco reporter identified by the agency code “7” and the
lender id “2294709990” with the lender name CONSECO BANK, INC.
Fourth, users of the list should be reminded that not all the Manufactured Home
Financing loan applications reported by the subprime or manufactured
home lender list are necessarily subprime or manufactured home loan
applications. In fact, a number of subprime and manufactured home lenders also
offer prime loans. Similarly, a number of large and predominantly prime lenders
originate a significant number of subprime and Manufactured Home Financing
